教えてください。本文にある it is about time we decide when to have the English club farewell party は、仮定法の文かな？と思ったのですが、仮定法の文なら we decided と過去形になると思うのですが、過去形にはなっていません。他のサイトの解説も読んでみましたが、どのサイトもここには触れていないのですが、どう理解すれば良いのでしょうか？問題を解く上では障害にはなりませんが、気になります。よろしくお願いします。

結論から言うと問題ありません。
It is time S 過去形 と習うことが多く、過去形になるのは仮定法だと教わることが多いのですでが実際には現在形も普通に使われます。学校の文法では現在形を使うと☓になるかもしれませんが。
文法というのは最初から体系があるわけではなく、後からまとめて体系にするので誤ったと思われる用法でも使う人が多いとそれも「あり」みたいな感じになることが多いですが、これもその一例だと思います。
4択問題でも過去形を選ばせる問題は頻出とは言えないものの、今でも出題されています。生徒には4択の場合はその中から「最善」と思われている答を選ぶように指導しています。
